If you try California first and they refuse....and then try the Vermont route, the "numbers" will probably come up in the California system and then you would be "doubley-screwed" (wasted money trying both routes)
I hate to say shoulda woulda coulda, but you shoulda just went the Vermont route in the first place and been done with it.
The system is so messed up that it is sometimes necessary to take the path of least resistance when trying to get something like this accomplished....
I know when I get a "vintage" bike out of Wisconsin with a free and clear title, I just throw it in the trash and apply for a fresh Minnesota title.
Reason being, it is easier to jump through the hoops of applying for a lost title then it is to successfully convince the mental midgets (and I mean no offense to those with legitimate mental disabilities) at the DMV that the Wisconsin title is WRONG and that the morons across the border used to title bikes off of the engine number (yeay Harley!

).
absolute nightmare getting a couple of sets of numbers switched around, and not worth it.
