It looks like the guy with the tar pot might have had his boss tell him something like "I don't care if there aren't any cracks in that stretch of road, get out there and do your job anyway." There is a whole bunch of squiggles that go on for about half a mile, but they don't seem to have any purpose:

Some road crew dumped off some liquid snake so the boss would think they were out working on the roads.
That stuff has ruined some very nice twisty roads around here....

Rt 51 up through the gorge used to be a local mecca for bikers.
A mini version of the dragon about 6 miles long.
4 years ago they "snaked" the road anyplace that looked like it might crack or split.
