not Jarno SAARINEN , sadly died nearly 40 years ago (20 may 1973), but Saarinen was also engaged on the same race than this racer when the picture was made 8-)

until yesterday didn't know he ever raced an H1R (knew he raced a H1 with PLT frame but not H1R)
