You can get Mikuni jets direct from Sudco. You can also get them from Jess bikes or John at Mid atlantic.

I did not see any jets at Jess' website, but you're probably right that he has them.
Andre has them from 22-210 sizes. See below

25 sounds awful small for an H1. Sure you don't haves float with some gas in it driving the float level too high? That'll cause it to be a little rich.

Thanks for the e-mail response. A portion of the email is correct. All 3 carbs running rich according to plugs. Running uni pods now, bought a uni syn (only way to go) had to have air screws out 3 turns. Just got a 25 pilot from Diablo in Canada. Genuine Mikuni according to stamp on pilot. Will put all back together today and see (raining all day, go figure) #3 spot on needle (middle) going down to 92.5 main and 25 pilot and 1 1/14 turns out to start on air screw. For some reason (after trying what seems like everything) I believe jetting is my problem. I will see how it runs with this set up. Next I will try 3 almost brand new carbs I have, to see if possibly the other carbs (Came with bike) jetting is bad. All match Mikuni and Triples specs for vm 28's for 74H1. Last but not least, will spend money for Ivan's carb/jetting kit. Expensive, but have heard good reviews. Thanks, Robert
