They made a lot of mopeds. I think with the headlight, tail light and high bars it's probably more of a moped than a minibike.

I think of a moped as something you have to peddle to get started.

Agreed, but it gets blurred with some state laws that call anything under 50cc a "moped", whether or not there are pedals. There's probably a better name.

That's probably a Benelli 50cc two stroke engine, from the 70's.
I believe, Alejandro Tomaso owned both Moto Guzzi and Benelli at that time.
