Were any H1's produced with dual front disc brakes? Reason I ask, I picked up an old sand drag H1 roller and the front forks have caliper mounts on each leg. Frame number H1F-39372 says it's a 1975 model year.

Not a standard thing. a dual disc set-up was a factory option. All fork legs came with the mounting lugs.
