my queery is does the packing only afect the noise volume level or would omitting it affect jetting and performance.

With chambers the packing effectively forms most of the wall of the silencer's ID. As such leaving the packing out could effectively increase the ID of the silencer, which is part of the total bleed system of the chamber. (Performance will be effected).
