Oil pumps become a bit tight with age, but some of the times(most) is over torqueing the 2 attach screws. This warps the oil pump cyl. bore.
Just run it.

Oil pumps have a ramp and slide operation, they do not rotate uniformly.

Try turning the pump over by hand by the gear, with the cable baile at idle, then do the same with the cable baile at wide open throttle. How much difference??

Also, some professional wrestlers have no comprehention of how to read a BOLT TORQUE SPEC. They actually to use use 60 FOOT POUNDS of fastener torque, when the specification is actually 60 INCH POUNDS. Now, one must remember rudimentary math, how many inch pounds in a foot pound? How many inches in a foot... 12. So, 60 INCH POUNDS, is 5 (FIVE) FOOT POUNDS..... NOT 60 FOOT POUNDS. Just basic math for the pro wrestler.
