Sometimes the rubber disk can come out and get stuck on the "choke" opening. In that case it would not give you the black plug like you have, just letting people know to look in the hole if you find it missing on the plunger. In your case it was probably gone before it was installed.

Side note, brain drift...
"find it missing" Is that like a "near miss"? which is actually a near hit! LOL

I’m pretty sure it was missing from the start. I checked the choke passage and it was clean.
Work area and floor as well.
I pulled one out of the aftermarket and it is not super easy to dislodge. Took a light bit of prying to get one out, which leads me to believe it was missing from the start(factory).

Just use the aftermarket plunger if it is held together well, the gaskets, needle/seat (fuel valve) and enrichment plungers are about the only thing I will use from the kits.
