The four pin connector should have 12v on the brn wire when unplugged and key on.... check for 12v.
If 12v is present, it should apply 12v to blue wire... thru the switch.
The blue wire then goes to the tach & speedo as well as the ign switch... then to tail light when ign is on.
You may need to investigate the light switch and/or wiring to the switch.

Thank you mraxl for your help!
I confirmed I had voltage to the blue wire from the 4 pin connector with the switch turned on. I traced the blue wire through the headlight bucket and found a broken splice that was taped over under the old outer plastic sleeve in the harness.

Can someone comment on the best way to permanently fix this break. There is so much oxidation on / in the wire strands I am concerned that solder might not stick too well. Is there a crimp connector that would work better or is solder the best way?

There are lot of ways to fix it. What I normally do is fan the strands and use fine sandpaper on them to clean off the oxide. Then re-fan them 90 degrees to the way they were fanned before and use the sandpaper again. Then I put a piece of heat-shrink tubing on, solder, and shrink the tube over the joint.

Other then just wrapping it with electrical tape, has anyone come up with a way to substitute the heavy plastic sheath on the main harness?
