On most 34's, the floats are separate frm each other, and the lever that closes the needle is separate from them.

I position the carb body on its front down, and look at the "angle" the lever blades is in there. They should be parallel with the gasket surface ledge on the body.

Now, "liquid level" is different, usually two to four mm's below the gasket ledge on the body, but, you have to do this with the carb off the bile, and a special drain with a hose attached to it. Try the float level adjustment first.

As Dave wrote, it's easy, the fuel cut off plate should be parallel with the gasket surface. Easy, peasie.

there is no actual measurement. Parallel is just that, parallel.

I guess I'm over thinking it. H2 tuner states front down as in intake side on the bench when checking, and you Moo state totally upside down. is it the same?

On all float levers that DO NOT have the pontoons attached tonthem, carb can be on its side, up side gown to set, as there is virtually no pontoon weight on the lever to "overload" the needle into giving a false setting.

BTW, liquid level is always far more accurate than an arbitrative setting. The dry adjustment should be considered a "basic St rating point" on the way to the far more accurate liquid level.

One person on the board just went through all this, and found 3 different float level settings to reach the same liquid level on all 3 carbs. He might post his findings if he sees this topic.
