I recently got a sweet 1971 A7. Took apart the fork to replace the steering bearings, but can get the fork legs back in.

Shows a "special tool" on Fig 4-82. Is this a standard tool, does it have a part number?

I wish I could help, I thought they were like the early H1 forks but they are not. I haven't seen that tool before.

The 90s are the same way, it's just a long screw to pull up the fork to get the bolt in. My rear axle worked a treat.

That rear axle is a great tip, thanks! I managed to push it in with a tie-down and carefully directing the fork leg. They have to be done individually. cheers!
