Forgive me Jim if I am reading this wrong, or my memory of timing steps has failed me, but you adjust the dial gauge to 3.13mm BTDC and set the pointer to the rotor "S" mark,
then you rotate the motor so that when the pointer now aligns with the "L", your signal coil mark should be adjusted/aligned with the trailing edge of the rotor tang. Again, please forgive me if I misread that you adjusted the signal coil with the pointer aligned with the "S"...

The L is actually for left, there is a C and a R. The "S" is just for getting the timing close. The L,C,R line should line up 3.13 at 4000 or above.
So set your 3.13 and align the marker with the L,C,R, as that is the max advance.
