Methyl Ethyl Ketone will take off POR-15, but that is really nasty stuff. I used it to remove Red Coat on a tank I did for another guy. Outside with a fan blowing. My buddy Marc used it inside and the walls started to pulsate in waves.

I'd want to start with a clean tank whatever I was using.

I believe the Caswell product claims you can coat over old failing sealers. Just curious if anyone has done so successfully?

Go the Caswell route. I had Kreem in my tank but wouldn't coat over it, a good soaking with Acetone removed it all.
Agree mix Caswell really well and thin it down a bit as allowed in instructions. Then it's a lot easier to coat other wise its like trying to get treacle to move about in there.
Finish from Caswell is fantastic.
