Why dont you coat it with the Caswell tank sealer.I also have a stored uncoated tank that I put a small amount of two stroke oil in it,then swoosh it around every so often,

I would just leave a good coat of Evaporust on and forget it. I did that for a good six months and I could still see the glossly coating from Evaporust...rust free.

Without washing it out with soapy water and coating with WD-40 or some kind of oil?

You can leave a coating of Evaporust in there, I would wrap the tank up in something, if you are going to store it for a while. I had some Evaporust in a tank for a month or so, then I cleaned and DRIED it properly with soapy water, and 1/2 filled it with some 2-stroke mix, sloshing it around occasionally. No rust, no leaks!

Yes, without washing it.

The first time I coated the tank with Evaporust I soap washed afterwards then air dried and then coated with 2-stroke oil. For me that didnt work, less than 24 hours the entire inside flashed rust below the coat of oil  (I could fell my heart stopping) However, I didnt half fill [edit] one half [end edit] with 2-strok oil, it was just about half a quart , enough to coat the inside. Nevertheless, I reapplied the Evaporust, and it removed the flash rust with ease.

Again, im looking at my tank that sat up over six months still coated with Evaporust, rust free (this was immediately after the flash rust)

Thanks Joe, drained it today, looks good inside, just going to put it back on bike as is until I'm ready to use it.

Thats why I first bought evaporust a few years ago.
One of their sale points was that it was a great sealant against future rusting problems.
I did an H1 tank almost 2 years ago that has yet to see gas. (yeah I know)
It still looks great inside too.
Curt up in New Hampshire is the guy that turned a lot of us on to evaporust.
That was back in another world, Spamland.
Just go to Home Depot or Lowes and you'll find it.
:)

Thanks to Joe I have my tank now sitting with a gallon of Evaporust in it.
My tank had a real nasty looking kreem treatment in it. After soaking it in Acetone for a few days turning every half a dozen hours opened to drained acetone which was white and had dissolved every speck of the kreem coating. Underneath was completely surface rusted out.
As soon as I have finished with Evaporust I will Caswell coat it...that stuff looks the muts nuts and is the best on the market in my opinion.
Then off to paint hopefully shortly.....

I've never used it but heard a lot of good things about Calwell. Let us know how you paint job comes out.
