A whole lot of nothing happened so...

I am not getting any spark. Since this was a parts bike I don't know what is good or not good or where I may be missing a connection. The ignition light goes on and the headlight and brakelight but not the nuetral indicator.
Where should I start?

Make sure the engine is grounded.

It's grounded.

Should the CDI hum or click or something when the key is on? I don't hear anything.
I've looked into the test procedures so maybe I'll try that.

Late H1 CDIs don't make any noise. I'm not sure what test procedures you've seen, but these are really the only ones worth doing unless you have the factory testing machine:

An easy cdi test is to measure the DC voltage at the positive side if the ignition coil while kicking it over with ignition on. You should have >50vdc else the cdi is bad or not hooked up properly.

I think so. The switch on top is in the run position. And the switch on the bottom was on the On postion. Is that correct? What is PO? I tried that too. Nothing.
